Help Synching iPad with iPhone

I erased everything from my iPad (from 2013), and want everything (apps, music, pictures) and home the screen synched to match my iPhone 6.
I thought if I just restored the iPad to factory settings, then connected it to my computer with iTunes, I could synch it to match the iPhone, but I can't.
Anybody know how?

Well, the problem is my iPhone is using 10.3.3; my iPad is using 9.3.5.
Both have the latest software installed.
I reset my iPad, but couldn't figure out how to sync it to my iPhone.
Any tips?

The iCloud solution in the link I gave you should take care of that. If you want to try and get APPS the same and everything. If you don't care about it, download all of the apps you have on your iphone to your ipad and work to make it look the same.
