I didn't see this before. No, stoppage of play is not coded the same as the end of the period, officially. There are mentions in the rules surrounding procedure that say something to the effect of "at a stoppage of play OR at the end of any period" because they are not the same...I don’t agree with that at all. The rule clearly mentions if it’s a single player exiting the penalty box, which means it doesn’t relate to offsetting penalties, and I guess you can be pedantic but to me the end of the game can be referred to as a “stoppage in play”. I’d concede if end of the game scenarios were called out specifically elsewhere in the rules but they aren’t and to my interpretation this fits that rule most appropriately

The first sentence of Rule 70 is "Except at the end of each period or on expiration of his penalty, no player may, at any time, leave the penalty bench." So the rules don't just generally treat the things differently, that specific rule is predicated on the differentiation. And that's without any nod-wink applications of the rules that might be going on in a situation where the on-ice situation was 6-on-4 (+goalie).
The coincident majors example was just that, an example. It could easily be for a single player getting a misconduct - doesn't affect manpower, player has to wait for a stoppage to exit the bin.
If anyone deserves supplemental discipline for the aftermath of Game 4 it would be Tkachuk for that stick use nonsense. (I'm not saying he does, just that's a much clearer case imo)

If the continuation of the play is clearly and obviously going to be a goal, they can call it a goal. The ref that would have blown that play down emphatically pointed that a goal was scored on the ice too...Wait what? The whistle clearly went before the puck crossed. Is that not challengable?
