Cap recapture penalty. Making up for all those years at the end that drag down the cap hit. Weber has a bunch of $1 million years tacked on to his deal to reduce the cap hit. The total penalty, given their formula, is some $25 million...but given that you don't pay that penalty down over time, so to speak, it gets distributed over the remaining "unused" years of the contract.
If that didn't make sense, and in a lot of ways it doesn't, don't worry. Given Weber's style of play, he'll end his career on LTIR and it won't matter. But there is a worst case scenario option out there if Weber ever were to feel jilted by the trade...
